Why does the Death Star, a ship that's free even in the official OGame, require an obscenely expensive officer to even build?

Doesn't answer the question. It's the same game, same rules. Everything that's in the base game should be free to build either ways, without requiring new stuff.
Or maybe capitalism is hitting hard.
