Did you not just upgrade the governor but also activate it with DM?

I upgraded it with achievement points. the energy upgrade governor takes effect instantly so I presumed so should the research upgrade.

You need to activate it too.
Using achievement points you increased the bonus, but using darkmatter you activate him
